There was talk once of turning this building (in downtown Johannesburg) into a prison. All they needed to do was to put up a wall around it and gate it in. All the Nigerian drug dealers were already inside.

It's called the Ponte City Apartments. The wiki article says the trash in the inside core once reached 5 stories height. It has been sold a few years ago and is being redeveloped at present.

TBH I half expected to have been renamed in honour of
Mandela/Botha or Bono towers, then I could have used the lift not reaching the. Upper floors analogy I had wriitten down here handy.

I worked with a South African some years ago, and he told me about the sort of things the Native SA got up to when given Western 'housing' so I reckon the trash piling up sounds about right.
