saw this earlier today while working. not sure if it was a tornado or a waterspout. it would come down and then go back up several times before disappearing

Umm.... A waterspout is technically a tornado. It just touches down on water.

It's a cold air funnel (http://aeff.uaa.alaska.edu/ams/ancams/papers/Cold_Air_Funnel_Clouds.html). Sortof like a tornado, but usually don't cause damage. If you didn't see really pronounced rotation, it was probably nothing. They cause tons of panic in places that don't see real tornados often. Once you see a good tornado or funnel, there's no mistaking them.

it never touched ground or water as far as I could tell. it may have been over the bay or the gulf since I was quite close by. I could certainly see the rotation though. I've only seen this once before
