Can someone please explain this to me. I've seen a bunch of cars with spinners that stuck out like this, everything from new Cadillacs to beaters. It looks REALLY ridiculous. WTF

The other day on the way home was the first time I've been able to catch this on camera.

Those wheels or extended spokes or whatever the 'f' they are would be illegal on Oz roads. Care would be immediately defected.
