That flag NEVER stood for the confederacy.
Versions of it were used as a battle flag by two, maybe three states IIRC.

Interesting photo - those plants below the sign are tropicals - so if this is in snow country either the plants are in pots or they are considered annuals, and thus disposable after just one season.
