I believe that is Suisun bay, where the Glomar Explorer was mothballed, supposed to be good sturgeon fishing there.

It's definitely not a container ship... was built during WW2... like a Liberty ship. There were zero containers then.

It's in the Richmond museum (did a search) and has no power... tug is moving it, maybe.

The ship is pulled out and away from the pier and then moved around to help keep the hull clean. The engine room is off limits as they are trying to get one of the boilers workable and the piping to run the main engine to allow the ship to get underway on it's own power? Probably won't happen in our lifetime? If you look a bit in front of the bow you'll see wake from a second tug.
