Many merchant ships were designed to have a portion of the propeller out of the water so the impact of the blade hitting the surface of the water and the turbulence associated with that would wash off those pesky little marine critters. Thing like barnacles would usually just love to grow on the metal props are made of since it is about the only bare metal around.

Yes the line where red meets gray paint is considered the "water line".
