I wonder if virtual environments would calm the cattle: Screens with expanded views and/or enhanced informational maps.
People already sit in cubicals all day when their minds are focused.
I'm imaging you could look through the forward camera at 'pilots view', or look down and a road/city grid with labels could be overlaid, or go in virtual map view, or go into a plethora of geography quizzes, or destination information, or various screen savers, or games and movies and internet, etc. Anything to distract people with customization of space and make them feel less trapped and maybe more educated when they reach their destination.
The outside world could be brought inside virtually.
