Can't tell for sure, but this looks like another case of "critter in the foreground with human further away making the critter look massive."
Look at the diver's shadow... I'd put him 15-20 feet away. I'll try to find that TV station's video and see what shakes out... Quote:

That shot is definitely composed to try to make the stingray look as large as possible, but the video on the site does show it's pretty large.
