Kach, thats Earle Naval Weapons station, in Raritan Bay NJ.
The Base that supplies the pier is about 5 min from my house. Its about a 20 min ride for the train to get to the pier. Two of my buddies are dockbuilders they are working on the extension of the piers ( the finger on the right is fairly new). No, it is not floating

Each piling either goes down to bedrock, is friction driven to a specific resistance or is bell shaped to distribute the load.

I bet they have a little of everything holding that baby up maybe even helical piers.
