The NK boat has odd lines for a submersible, and no apparent roll control. It'd be a beeyotch to keep that thing underwater at any decent forward speed, and as soon as you turned, it'd roll on ya.

Re-reading the quote, it's likely to be semi-submersible -- up to the deck, perhaps with the deckhouse still protruding.
