They are quite limited as to where they are allowed to dig
in principle, nobody is allowed to just start digging, they got special permission because the whole zone has been reclassified as industrial area...

fact is , if i take a shovel , and start digging in my back yard , i'm almost guaranteed to find something, shrapnel, shell's, remainders of trenches , possibly even human remains... all i need to do... is dig and dig deep enough
