He probably just saw it lying around somewhere and was afraid that some three-purple-heart-winning, anti-war protestor was gonna throw it over the wall in Washington D.C. so he put it somewhere it would be safe, and protected...next to his heart!

You are kidding right? The ribbon is the highly coveted (insert sarcasm here) "Outstanding Unit Award." I doubt ANYONE would intentionally be pretending to have earned such a meaningless ribbon. Like a typical newbie LT I bet he had someone else show him how to put everything on his uniform and had no idea what was or was not supposed to be there.

Note that the article also states that W doesn't list it in his biography unlike someone else who got some rice in his butt from playing with explosives. I agree with Kurt on this, he probably put it on at someone else's advice because the unit did earn it during the mid 60's and that kind soul probably thought he should be wearing it too. This one looks like an honest mistake by a young brown bar.
