After surrounding the car, waking him up adnt etelling him he wasn't getting out, called the cops and told them there was a person in my car, sleeping. I made a report about the earlier attempt, and they decided he'd tried to steal the car since he had tools. They arrested him.

Although I didn't make the other sattelite comment, I do agree it's a good idea!
