When did that section of the 15 actually open up, Marv? I remember seeing that bridge for the first time driving down to San Diego to visit a friend who was going to San Diego State back in 1986. I was told the 15 is wide open and the avg speed was 80+ so we went in my 85 hp Toyota pick up truck

Jeff, I don't remember exactly when that section opened up. It wasn't a big event in my memory. I just remember my (former) wife & I traveled 395 through there in the early mid to late '70s going skiing and the Sierras for hiking & other activities. It was brutal bumper to bumper, two way traffic in those days. Traveling on I-15 later on was a relief.
