Why do they keep the buckets up? To keep people out or something to do with hydraulics?

I noticed the same thing, when I go by Sun Belt rentals. All of the lifts and buckets are in the air but I thought, maybe it’s for advertising/attention.

Most likely to keep people from messing with them... vandalism, parts theft, general skullduggery.

That's an early picture of O'Hare before it was O'Hare taken from the north east. The big building was the Douglas Factory. The Allstate Arena would be partially showing in the bottom right corner if taken today. What I've read is that the original runways we're laid out to not interfere with Midway Airport.

Not a whole lot from that picture exists anymore. But that structure does for some strange reason. Can be seen in the Google street view link below.

yup
RAF requirement for Class A airfield

heavy laden prop bombers at the time really didn't have that much excess power to take off, and to much sidewind was a problem..
so with 3 run ways they could always get take off wind within reasonable parameters, at most 30 degrees off the nose.
