What is this

I see these from time to time around LA. My daughter snapped this for me with her cell phone.



I usually see them on the left front wheels (although they could be on the other side too). Usually on compact cars. The rear wheel had a hubcap btw.

What is it... and are they on ricered-up cars or another type of car "persona?"

Looks like it closes off all airflow (from outside the wheel) to the brakes.
