What can you tell me about this (FEMA?) program which does not make me snicker or get too involved with conspiracy theories?

The next paragraph in kachi's "reference".

You know, it's all starting to fall into place. You very well just may be insane. In case nobody has informed you, the mere fact that something is on the internet does not make it true. You copy/paste from Wikipedia and some black helicopter website, and pass it off as fact. Get some REAL, respected, and impartial sources, then you might find an interested audience. What a load of BS.......

The latest theory is a holding place for illegal immigrants, before that political voices against Bush/Cheney.

I think I showed this a few years ago to someone working with FEMA and they said the site location list was wacked and mostly made up. Some locations on the list are real, but just small offices and not huge bases with trains and fences.

onewhippedpuppy, thank you for your opinion but you made me snicker even more - at you.

I cannot find impartial sources, just asking for help with that part.

If there were outbreaks of diseases or war, would you want the government to have a plan, a place to deal with it on a massive scale?

They must alread have those camps up and running, since I've never seen any Bush/Cheney haters who had actually been rounded up and silenced. That means they're already in those camps. Absence of evidence and all....
