Bay Area includes everything east to Oak town/Richmond and down the Pen to SJ. area.

Walnut Creek and Concord wants to be in the Bay Area but, they suck so we don't let them in.

Obiously CA is just trying to fix their economy. They so welcomed illegal aliens that CA has become a Mecca for them...then did the same for the homeless. Now, since Gays usually have more income and require less services (no kids)...they will be the Gay Mecca to help them pay for the other two groups.
