I suspect Normy generally conforms to what is close enough to normal behavior to get by at work but that he has a drinking problem and is an angry drunk. If they do not notify you, they would almost certainly lose in court if you fought it out in small claims, depending on the way the bylaws are written. If you sue the homeowner's assn in small claims court, you can rep yourself and they have to pay a mouthpiece, but you are essentially suing yourself
