flush the cold....and drain/flush the hot water heater. Hose tap on bottom. The sediment is collecting in the HW tank because the output is on the top.

While you're running the cold faucets in an attempt to flush the system, turn on any outside spigots and run water into a bucket and see if the silt is coming out there, too.
If so, while you're letting those run, you can water the lawn, too.
