Is there a way it could be modified so it couldn't fire and become a display piece?

If I was you I will recommend to lawyer up ... a quick Google search will show that a few people have the same billy club from the same manufacturer on display on their web sites (not for sale but 'for display only')
Not sure what year it is (doubt is pre-1899, not a firearm but rather an antique) but if you want to keep it I am sure that there is ways to make it 'inert' and have it 'legally' (2nd Amendment notwithstanding) |
