Actually, if you look at the surveillance video he seems to be wearing a holster.

Open carry is legal in AZ without a permit.

Kind of funny, if you read any of the firearms related forums, you will find that a trip to Wal Mart is considered by many to be a great first place to go when someone first gets their CCW permit. Big crowded, relatively gun friendly environment, good way to build confidence that your concealed weapon really is concealed.

Shirley, you can't be serious. No law or permit allows someone to brandish a gun and fire it in a public place. The man is mentally ill and was fired from a prior security job because of it. He should have never had a gun in the first place, but you don't get your guns confiscated for being a nutbag until you behave badly with it. That's a flaw in the system, but it has nothing to do with others who carry. So remind me again how a CCW or open carry law made this possible.
