400 amps? What's going on there? Usually a 200 amp service works.

I'd get some bids to complete the job before paying him anything. Nobody and I mean nobody likes to come in after someone else to finish. And it'll cost more.

And get a lien waiver signed and notarized by him.

I have 200amps now but only 60 in the garage. I want 200amp in the garage. The power co. suggested it and they are paying from the pole to the house.

Hmmm... no contract eh? Forget about a lien, he has committed an ASSAULT ON YOUR BATHROOM! He should be thankful YOU don't press charges.

You want the problem to go away. Have him write a statement saying the work is complete and and agree by both parties. Pay him what the two of you think is fair and get a lien release from him. Getting someone to finish is the pits. I would not take a job someone walked on. We have been asked so many times. If I touch it, then I am responsible for everything. No way. good luck.

One mire thing. I'm nit sure how close you are to this guy, but if he doesn't have a GC license, then you don't owe him a dime for any job/work over $5k I think it is.

I am not talking about a lot of money. The job was about $3200, I am thinking $1200 to settle up.

I just got off the phone with my brothers FIL he is interested in finishing it up.

There was one time I asked a sub contractor under agreement to leave the job. I know this isn't what is going on in this thread, but coming to an amicable agreement made things go just fine.

This guy's ego was hurt, but I wasn't paying for that and was getting too much of it to start with. But his short cuts and failure to follow the plans was enough for me to pull the plug.

I finished it myself.

I settled with the contractor and I'm slowly making progress.

Nice work. Looks like you had some tough decisions in the corners regarding the tiles on the bias. I had on like that in my own house. It's agonizing, I know.
