is there such a thing as "salvaged" or "reconstructed" title in Germany?

How can someone "estimate" 830K in damages? I doubt there's a Mitchell page for the 300SL. who says Germany has a salvage title? My limited knowledge of the TUV is going to have that car be new or it won't ever drive the roads in the Fatherland.
Or, they could do this: Mercedes-Benz 300 SLS

I met a guy in a van in the shopping center parking lot who does bodywork right there on the spot. I bet he could fix it. If the owner would like I could get his number.
