Yes the kid was (is) a dumbass and should be arrested for trespass and probably booted out of school, but I'm guessing he'll lawyer up and claim a neck injury resulting in an undisclosed (seven-figure) settlement from the university. He was giggling even after he got floored almost like he knew it was going to work...
I doubt we've heard the end of this.

What should happen:
Boot the kid from college. Throw him in the slammer for the weekend. Prosecute him for criminal trespass. Heavy fine and a few weekends in jail. Most likely he will have his 15 minutes of fame and the entire thing will just go away.
