That one was worked out a while ago. The crew got distracted on the taxi-out and while they did move the "control lock" from engaged to free, they forgot to do an actual control system check before takeoff. The control lock lever was moved (which allowed the throttles to move past the 8% power stop) but one pin of the several that lock the controls did not move (believe the cable or lever sheared) and the elevator was locked in the neutral position. Had they done the actual control system check they could have seen on the EICAS that the surfaces did not move and would have returned to the ramp to get it fixed.
