ON, granted, only two visits, I've never found Portland difficult to get around. Last time (this January), I had to get a rental car since the friend I was visiting didn't have a car and I couldn't get the loaner truck from my other friend and I wanted to go to the coast. It felt weird to drive around Portland, but it was easy. Not frustrated because I do not expect to zip places at 70mph. It's a city, after all. First visit (in an October) I did most everything by bike, used loaner truck to go to coast. Portland is great to get around in by bike. Not like Copenhagen, but pretty good for North America. I don't doubt a lot of people have awful freeway commutes but no way would I organize my life that way if I had to live there. In theory I'd love to live there, but there's not much opportunity and my GF hates it. And yeah, the weather takes getting used to if you didn't grow up with it. I first grew up with tropical weather (80s all the time) and it took me years to accept winter after I moved to the midwest. It'd take me a while to accept rain-and-grey so often.
But Houston, yeesh.
