Thanks Jack but I need an answer to my question:

What is a Builder DVD? I have a great computer running Vista 64 bit with 8 gig memory and a decent hard drive. Can I just wipe the hard drive and install from scratch?

Surely some knows about this?

Maybe this will help

O.K. so I read the link. Still not clear. It says
Quote:

Can’t Be Used to Upgrade: The System Builder copy of Windows can’t be used to upgrade from an older version of Windows — for example, to upgrade from Windows XP to Windows 7 or from Windows 7 to Windows 8.1. That’s because it’s designed for installation on new PCs that don’t yet have any operating system.
So If I were to format my Hard drive would I be able to do a clean install?
Already checked with Dell and they say my machine can upgrade to 7
