need help with this two hole
 

can anyone tell me what is this two hole for ?

The left hole provides access for welding tongs to spot weld the leading edge of the rocker panel to the bottom of the hinge pillar. I have no idea about the right hole other than possibly an air hole to allow air to escape from the rocker assembly during the e-coat immersion process.

is ok to filler those two holes ? i mean to welder it

You don't have to weld them shut. Instead, fabricate a piece of sheet metal to fit the indent of the space around the holes. Then a dab or two of some seam sealer to hold them in place. The carpeting and threshold trim will cover them up.
