356C rear bumper spacers

How do the spacers go on? I would guess the bolt goes through the little bracket behind the quarter panel but then what? I have the big metal washer, 2 big rubber donuts, the spacer and the bolt. Just not sure what to do with them.

Inside fender - bolt through the bracket, large steel washer, rubber grommet. Outside fender between fender and bumper, other rubber grommet.
