PMO date / serial question
Anyone know if the vertical numbers on PMO carbs are a manufacture date, a serial number or something else?

Mine are "0316".

The top horizontal "46" I assume is the size (46mm).

Yep, the 46 is the size and the 0316 is March 2016.
