My collector car insurance allows me to pick an annual milage range I intend to drive. The cost of the policy varies based on what milage I choose. There is no stipulation about what type of milage/driving is covered. I have to have the car stored in a locked garage or storage facility.
I agree the bill as passed, doesn't help us with post 1975 model cars as much as we were all led to think and seems to not support enthusiasts modifying their cars, which for many of us is largely the point of what we hoped to get from the bill.

The bill passed but it really did not pass. Just a worthless waste of time. In other words we will still smog our cars every two years so we can drive our cars.

Classic car insurance kills the reason any of us were excited to see this come to life. Just give the Pre-75 laws to classics up to 35yrs old. This just has you paying more to have a car sat in the garage.

It's like Lucy yanking away the football every time Charlie Brown runs up to kick it. Did anyone really think that California would loosen emissions or insurance laws and regs to make it easier to register and drive an olde infernal combustion car???

The bill hasn’t “passed.” It’s only passed the Senate. It now needs to go to the Assembly. Where who knows, but imo is likely to die.

It has a long way to go.

I had an inkling this would happen. Nothing like Kalifornia Politics. Who I the heck from the constituency wanted it castrated? My bet is there were no constituents who opposed this, there were only constituents who were for it. So basically bureaucrats who want to keep the jobs at California Air Resource Board.

So this is not reform or relief, like the original form of this Bill was intended, and is not change what the bureaucrats did when they froze the rolling year model exemption.

So I have to get a stupid Special License Plate, can’t have my personalized plate, and only attend car shows, and potentially lie when I take my car out for a spin of a sunny day. I guess the Wacky Wackos won. My question is, who is going to enforce this? Do you really think that local LEO’s are going to interrogate me on the side of the road? Who’s to dispute when I say I’m going to a car shows across the state? So when i get my LLC up and running, who is going to dispute that? I think our court system is full enough. So California continues to write laws that can’t be enforced. This mindlessness needs to stop.

The crazy thing is... This bill is for folks like Jay Leno. I wonder how much per year he pays smog on his fleet of cars? Then if they fail, I wonder what his salaried in house mechanics make to get them to pass. I just want to pay my registration, keep my hagerty coverage and enjoy my old ass cars on the road, when and where I want to.

Like almostordinary and others have said, the existing is in effect. The heart of the original bill was to stop testing and giving relief to vehicles that contribute soooo little to the pollution of the environment. It brought back what originally was law, a rolling 30 exemption. It gives me a great out, if I get a “Collector Plate” and not comply with the circumstances described, and drive my car on a joyride, I call it a maintenance run. Oh, no doubt that Collector Plate will cost me every year.

Yes . . . but a few things bother me

1) It looks like if you have original plates you have to give them up
2) We all know if a LEO with an axe to grind and sees you more than once in one week driving your Historic Vehicle he will pull you over and give you the business.
3) I would always worry the insurance company would request information regarding the car event you were going to or otherwise hassle you in order NOT to make a payout.
4) The chuckleheads who decided the bill likely have NO knowledge of the collector car culture and were using “Leno’s Law” as a means to further restrict ICE.

We got our hopes up only to be let down.

Again, it’s puzzling to me why everyone seems to think this bill has passed, when it’s far from passing, in its current form or any form, but ok.

The author of the bill,Shannon Grove, has already said if it survives in the Assembly (a big if), she’s going to try to amend it to get rid of the collector car insurance and/or collector plate requirements.

So, at this point, there is nothing certain about the bill, or whether or not it ever becomes a law, and if so, what it will look like.

Sure would please me if the language changed to make sense. While reading through the draft and all the linked references, I found where the exemption is for a 16 cylinder engine. Of all my years, I have never heard with my ears, seen in person or a photo, or any other of my senses. Why do we still laws like this on the books?
