From what I understand R-12 is considered non-flammable. However if you put enough heat to it, it will break down into Phosgene gas. That is the gas that killed the folks in Bhopal India years ago. Here is a link to a MSDS for R-12.

Actually, the Bhopal disaster was methyl isocyanate, not phosgene.
