"Dog Bone" Spacer for 84 Carrera Valence Spoiler?

I am preparing to remove my "Yellowbird" spoiler and install the original bumper and an 84 Carrera valence and rubber spoiler lip. When I received the salvage valence, there was still attached on one side a nylon spacer for attaching the rubber lip spoiler (sometimes called a "dog bone" spacer). The left one (91150314100) was missing and looks like this:

I purchased from Pelican the Stoddard spoiler attachment kit SIC-503-023-00 which looks like this:

As you can see, this kit does not contain the nylon "dog bone" spacers, but it does contain some nylon washers. I called Pelican to see if the "dog bone" spacers were still required and quite frankly, they just didn't know for sure.
I called Stoddard and the person there said the "dog bone" spacer's part number shows up as discontinued (although they are available from a number of sources, including Pelican) and he "assumed" everything was in the kit for attaching the rubber lip and the "dog bones" were no longer necessary.
Anyone been there/done that and/or has used the Stoddard kit and can tell me if I need the nylon "dog bone" spacers or not?

I was looking into this as well. My thought was there are 11 spacers included in that kit. 7 for the 7 plates with studs and 4 to use where the dog bone spacers would go. Hopefully someone can confirm.

Well looking at this some more and I must have missed those 4 bolts, so I'm guessing I am wrong and those would require spacers as well.

That doesnt look like enough nuts either. Here is how i did mine .. hope i did it right

To add to the confusion, I notice that Sierre Madre sells the lip spoiler with the hardware kit included, and the kit looks just like the Stoddard kit, but includes the "dog bone" spacers!
