Did you drive it around a bit before measuring?
Is the ground perfectly flat and level? If you are measuring the height from the top of the wheel arch on the body instead of the correct method, which is the difference between the height of center of the wheel and the height of the center of the torsion bar, you can run into this. Handbuilt cars aren't always perfectly symmetrical, so perfect suspension height on each side may have the body slightly lower on one side. Absent all that, your suspension may be worn. Worn suspension bushings can certainly affect this and a worn torsion bar can too. I replaced all the rubber on my 88 and after the alignment, it certainly felt tighter and more precise, which is understandable with ~30yr old rubber.

You may need to reindex the torsion bars if they are off by one (or more) teeth on the splines relative to each other. With the adjustment screw removed you can pull off the cap and put back by a tooth. I think you'd need to have the car in the air for that.

You have two issues. First the torsion adjusters don't necessarily have to be even for the torsion bars to be evenly adjusted. There are splines on the end of the torsion bars and the adjusters on the ends are keyed onto them.
The other issue is you have a sway bar that will tend to level out your front suspension. To adjust the ride height correctly, you need to disconnect the sway bar and have an accurate method of making sure the two front wheels are evenly weighted. Then the alignment will have to be re-adjusted....
