Those look like lights for early cars (swb). They are different from H1s I believe. Early lights are two piece where you can separate the sealed beam or H4 that's in there. These are shared with the 356, early beetles and busses. H1s should look like later H4s with a different lens.
But, I'm only going on what I've seen. Light experts care to chime in?

Those are the us spec light housing that was delivered on 356s and 911s. 1965 to 68 for the 911s. Looks like you are missing the headlight and center section that holds the headlight. Hope this helps. A quick and easy way to tell the H1s are the 4 adjustment screws in the chrome ring.
