Couple of questions for you:

Is this just the in car portion, or the transmitter too?

What is the opinion of the PCA with regards to these in DE's? I thought I heard they were not allowed, I am driving a 944 cup car, so it would not be out of place.

Since you have used it, does the transmitter need to be right at the fencing for it to work? or will it work over a longer distance?

Donnie,
This is for the incar pieces only ( somebody usually has a transmitter set up at the track )
The transmitter needs to be pretty close to the guardrail.
by the PCA DE rules they are not allowed , but like i said somebody usually has a transmitter set up somewhere
