Are all the leather wrapped wheels like this with the leather removed?

I don't believe so. The ebonite (plastic) wheels are aproximately the same rim width as a leather one with the leather on, a leather wheel has rubber padding under the leather and then the core of the rim.

On my very original 72, I unpeeled the leather which I had thought it was original because it was so tight. Peeled it off and low an behold hard plastic and it was very nice underneath. Then I have seen some like you are referring too.
