Windshield cowl rust repair, how to get in there?

all, im doing a bit of rust repair on my 73 914 and need some help on how to tackle the repair. i purchased the replacement metal for the area but for the life of me cant understand how to get to the area to fix it!

whats the best way to get in there without having to drill out and remove the entire fender? or is there a way?

this doesnt look "too terribly bad". id say its still better than removing the entire fender. Any ideas are welcome.

Tobra,

i bought two metal pieces...the first one is for the corner of the windshield area. the second is for the rear-most part of the fender at the top where the fender meets up with the door.

hope that was somewhat clear.
