914 wiper fuse question

Hello all,

I have a '72 914 that has recently been blowing the 25amp fuse that runs the wipers. I took the fuse box out last week and traced one of the wires from that fuse to the fuel pump relay on the back of the fuse box. The last time it tripped the wiper fuse the fuel pump also wouldn't turn off. So last week I pulled off the duel pump relay, plugged it back in and replaced the fuse for the wipers. All was well until today when the wiper fuse blew again. Now it blows as soon as the car is turned on however this time the fuel pump is still working normally. Does it sound like I need to replace the fuel pump relay to fix this or is there somewhere else I should look? Thanks for your help.
Brian

Does anyone know what would keep the high speed from working on the wipers? Mine work only in the middle position.
