I have a 1983 944 Headlights stuck up, but not on. The switch is stuck in the "On" position. Headlamp doors are up in the "On" position, but headlights do not operate, and all running lights are also on. High beams will operate if you pull the turn signal stalk to the "flash" position but go back off when you release the stalk. I am assuming the switch has failed. Not sure why the "Flash" function operates. I used a good amount of pressure to try and get the switch to go back to the off position, but concerned if putting too much pressure then it will definitely be a replacement job. Any suggestions?

I have an ‘83 too. Someone here suggested removing and cleaning and reinstalling the headlight motor relay and the wire harness, cleaning them before reinstalling. It’s easy. And then replace the headlight switch. That fixed my dash illumination problem but didn’t fix my headlight problem. The headlight switch removes by reaching up and behind the dash, pinching the plastic tabs, and it will pull and drop down. While you’re at it, replace the 2.5w bulb in the switch. After replacing that bulb, my switch finally illuminates. The dial on the switch adjusts the dash guage illumination, and after replacing, my dash actually illuminates!

Check fuses. Also, sounds like you need a new switch.
