Strange vibration?

Just changed all the belts and waterpump and seals.... It developed a vibration starting at about 3500 and getting worse through the range.... My thought was balance shafts out of time... So I took it apart again and they right... Its all in time and the tensions are good. What else should I check? I noticed the pulleys for the AC and PS are both weighted.... Do I need to offset those weights?

It's most likely that you have installed one of the balance shaft pulleys in the wrong keyway.
