with the wires jumped we tested the fan wires, and the drivers side had power but passenger side didnt

With the wires jumped is good but was the ignition key in the on position?

we did it with the key in ans power on and with the key out. didnt make a difference

How to test cooling fan relay
1. Remove the Cooling Fan Relay.

2. Take resistance readings on the relay as follows:

Terminals "A" to "B" - Reading should be infinite (i.e. open circuit)

Terminals "30" to "87" - Reading should be infinite (i.e. open circuit)

3. Connect a 12 VDC power supply across terminals "85" and "86". You should hear the relay click when you connect the power supply.

4. With the power supply connected to the relay, take resistance readings on the relay as follows:

Terminals "A" to "B" - Reading should be zero (i.e. short circuit)

Terminals "30" to "87" - Reading should be zero (i.e. short circuit)

5. If any of the resistance readings taken above are bad, the relay is bad and should be replaced.

With no power to the relay, the ohm meter doesn't move for Terminals "A" to "B" or Terminals "30" to "87". With power, we hear the click and ohm meter is pegged on Terminal "A" to "B", but does not move for Terminals "30" to "87".

When you ran 12 volts across terminals 85 and 86 did you hear the click?

Under power, your reading A to B should have been zero, 30 to 87 should also have been zero.

The deal is your relay is toast. 30 to 87 should have pinned the needle.

we tested the old one, but the second one we have is exactly what you said it should do... and we tried both in the car. so that might have not been the problem.

I am guessing you are going to have to check the engine wiring harness for shorts. Bummer man...
