87 924S - 12V at both injector terminals?

I'm trying to get an 87 924S running I picked up as a project. After replacing the starter, fuel pump, and DME relay, I'm still not starting. Spark doesn't seem to be an issue as it fires immediately with a shot of starting fluid.

I pulled the connectors off the injectors and getting 12V at both terminals. My understanding is I should have 12V from the relay at one terminal, and open circuit at the other terminal which triggers ground. Does this point to a bad DME?

The answer is yes, 12V at both terminals is right. The previous owner had the sensors at the flywheel plugged into the wrong harnesses. Fires right up now.
