944 wont start

have an 86 944 n.a. that doesnt seem to want to start

battery is new
when i turn ignition on eveything powers on (lights, stereos, etc.)
when i attempt to crank to fully power the car i get nothing everything is still powered and i hear the fuel pump working.

battery is at 12.5 which is good
i checked contacts on and terminals on battery

do you think it might be the starter??
