Need help with hose Id (pic)

Well I found an infamous dontconnecttonothin hose near the windshield wiper fill tube, Im pretty sure its just a vacuum line but I tore the thing apart for a reason and want to make sure its not supposed to connect to anything.. Its the small nipple with the large black cap-like thing over it

Dean,

That is the vacuum valve for the charcoal canister. The nipple should connect to a vacuum line that runs from the bottom of the throttle body under the intake. Car is an S4, correct?

Oh sorry, its not an S4, its the 86.5 S...Im a little confused, it should run under the car to where exactly?

And any info on the busted up ceramic looking wire insulator would help also

I know for sure on an S4, but this looks like the exact same part & should have a vacuum line that is attached somewhere at the intake- can't say for sure on the S model.
