Obvious things first, check fuses, relays. Then limit switches and power to head light motor.

If it's none of the above problems (fuse, wiring, or relay), pull the headlight motor out! Remove rubber protective boot, and open up the motor (just a few Philips screws) and clean all the rust off the headlight motor disc.
I pulled my hair out for a couple weeks, retracing wiring, OPENING relays, rechecking all fuses, etc, before I finally opened up the headlight motor. Found a ton of rust on the motor disc. (in both the UP & DOWN positions) I wet-sanded the disc with rust-buster solution, and emery cloth. My headlights never worked so good!

There's 4 terminals going to the headlight motor plug....They have those "pain in the ass" terminals that "click" or "snap" together. You need a tiny ice pick, or "awl" to remove each of the 4 terminal wires going to the headlight motor. Pull back the rubber, and you'll see exactly what I'm talking about. Take the awl, and put it in each hole of each wire terminal, and pull at the same time. Can only do one at a time. ![]() Chris

Mine was a piece of cake to get to....But, then again, my radiator is not that old, so, maybe whoever installed it, re-routed the wires???? Or, maybe an 84 is set up a tad differently???

to remove the HL motor,
first mark the arm to the shaft, then remove the arm nut, then mark the motor attachment bolts there are 3 of them, then remove these the motor will come off its mount.

As Mrmerlin mentioned, just remove the 3 mounting nuts/bolts & the arm nut. The motor will just drop right out. If you have a set of 1/4" drive sockets & ratchet, and a screwdriver to pry off the arm, you're good to go.
