928 Earthing Problem

I am having trouble with the horn on my 79 928.

The problem is that the steering shaft is not earthing the relay when the ignition is turned on. The horn works fine when the ignition is turned off. Im not sure but it seems the steering shaft is earthed when the ignition is turned off but when the ignition is turned on there is no continuity between the steering shaft and the chassis. Should there be an earth strap somewhere on the steering rack?

Any ideas please?

I have studied the manual and the factory parts list without being able to discover what earths the steering shaft. Can someone please explain?
