Is this supposed to hold vacuum?

It is the actuator for the flapper valve on the Heating Fan Blower Assembly. I would not expect it to hold a vacuum for an extended period of time. With the engine running and heating system ON, does the flapper valve change position when commanded?

Old one would not hold any vacuum and flapper valve was not moving with engine running. Replaced with superseded part number Pierburg OPB 129061 OEM. Part holds vacuum with a might vac and after install the heater fan flap moves as it should.

Too bad there is not a rebuild kit for this. Replacing the original rubber with a modern silicone diaphragm would be the cheaper fix.
