Is this normal?

I was changing the oil on my '99 996 and noticed this black hose hanging on the right side near the valve cover.

What is it? Should it be attached to something? What should it be attached to?

There are very few open "drain" lines on Porsches. I don't know much about 996's, but on the 993's there are two drain lines to the headlights and one to the battery vent. In your picture, that hose looks to be a vacuum line, I'd be searching for something that it might mate to. Give Rennlist a try on this question too.
